The Ministry of Energy and Mineral Resources (ESDM) confirmed that construction of the Dumai-Sei Mangkei (Dusem) natural gas pipeline has begun, and is targeted to be integrated with the Cirebon-Semarang (Cisem) pipeline phase 2 in early 2028.
The Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Laode Sulaeman, revealed that two segments of the Dusem gas network are being built in parallel this year and are targeted to begin supplying gas in early 2028.
"We are building Dusem in two segments. They are being built in parallel, and we are not talking about stages, but the contractor must complete the process by early 2028 so that the connection can be made," Laode said at the Ministry of Energy and Mineral Resources office on Monday (May 18, 2026).
"Construction of the Dusem gas network has begun," he emphasized.
Previously, Laode had revealed that the pipeline in the network would be 541 kilometers (km) long, with a pipe diameter of approximately 21 inches.
Laode revealed that the gas pipeline project will require an investment of over IDR 6 trillion.
"[The construction of Dusem] must be completed in 2027, because the flow test must begin in 2028," said Laode of the Batang Onshore Receiving Facility (ORF), Wednesday (March 18, 2026).
Previously, Laode explained that the Dusem natural gas transmission pipeline project will enter the engineering, procurement, and construction (EPC) process this year and is targeted for completion in 2027.
After that, Laode said, the Dusem natural gas transmission pipeline is targeted to begin distributing gas in 2028.
"Dusem will begin EPC this year, and will be completed in 2027. God willing, gas from Andaman will arrive in 2028," Laode emphasized at the Ministry of Energy and Mineral Resources office on Wednesday (January 21, 2026).
Meanwhile, Deputy Minister of Energy and Mineral Resources Yuliot Tanjung inaugurated the first gas flow in the Cirebon-Semarang natural gas transmission project, phase 2, on Wednesday (March 18, 2026).
The gas flow took place after the completion of the EPC work on March 5, 2026, and the signing of the handover report (BAST) 1 on the same date.
"The transmission section for Cisem-2 is 245 km. This is the total length of Cisem-1 and Cisem-2, which is approximately 305 km. This is certainly a fairly long section that we are building," said Yuliot at the Gas In Ceremony for the Construction of the Cisem 2 Gas Transmission Pipeline at the Onshore Receiving Facility (ORF).
He revealed that the Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources had previously conducted gas flow trials and declared the gas flow to be safe, with no leaks.
The 242-kilometer pipeline project is a national strategic project (PSN) and is being built by the Ministry of Energy and Mineral Resources through multi-year funding from the State Budget (APBN).
"With this investment made by the government, this government investment is actually handed over to the managing agency to ensure competitiveness, so the toll fee can be kept to a minimum," Yuliot claimed.
According to Ministry of Energy and Mineral Resources data, construction of the project began on August 6, 2024, with a total investment of IDR 2.7 trillion and cumulative working hours during the construction period reaching 4,659,090.
Furthermore, during the 19 months of construction, several projects were completed. These included the construction of a 242-kilometer 20-inch gas pipeline; the procurement of a gas compressor package at the Semarang ESDM Station; the procurement of a pig launcher at the Batang ESDM Station; the procurement of a gas meter and pig receiver at the East Kandang Haur Gas Station; and the construction of 16 line break control valve (LBCV) units.
On the other hand, maximum labor absorption during the peak period, June-July 2025, reached 1,981 people, with a self-assessment of the domestic component level (TKDN) of 60.58%.
The gas supply for the Cisem Phase 2 Pipeline comes from the Jambangan Tiung Biru (JTB) Field.
