The Ministry of Energy and Mineral Resources (ESDM) is targeting physical completion of Phase II of the Cirebon-Semarang (Cisem) gas transmission pipeline project, the Batang-Kandang Haur Timur section, in the first quarter of 2026.
The Director General of Oil and Gas (Migas), Laode Sulaeman, stated that the Gas Sales and Purchase Agreement (PJBG) between PT Perusahaan Gas Negara (PGN), the gas pipeline distributor, and industry, will begin in June 2026.
"Cisem is on target, and God willing, it will be completed this year. The physical completion will be in March, and gas sales will be permitted in June 2026," he said when met at the Ministry of Energy and Mineral Resources office on Wednesday (January 21).
Meanwhile, the Dumai-Sei Mangkei (Dusem) gas transmission pipeline project will begin its Engineering, Procurement, and Construction (EPC) process this year and is expected to distribute gas from the Andaman Block in 2028.
"Dusem will begin EPC this year, and will be completed in 2027. God willing, gas from Andaman will arrive in 2028," said Laode.
The Cisem Phase II and Dusem transmission pipeline projects received a multi-year budget allocation of IDR 2.36 trillion from Non-Tax State Revenue (PNBP).
The breakdown is IDR 258 billion for the Cisem Phase II transmission pipeline for the 2024-2026 period. Meanwhile, IDR 2.1 trillion is allocated for the Dusem transmission pipeline.
The 245-km Cisem pipeline project includes a 67-km first segment from Batang to Semarang, a 108-km second segment from Pemalang to Cirebon, and a 74-km final segment from Cirebon to East Kandang Haur.
The government plans to extend the Cisem gas transmission pipeline project to include the Cirebon-Bandung and Semarang-Solo-Yogyakarta lines.
The total budget for the 132-km Cirebon-Bandung pipeline project is IDR 865.07 billion: IDR 10.94 billion this year and IDR 854.13 billion in 2026.
Meanwhile, the 148-km Semarang-Solo-Yogyakarta pipeline project is budgeted at IDR 895.63 billion, consisting of IDR 13.13 billion in the 2025 Budget Implementation Budget (DIPA) and the remaining IDR 882.50 billion in 2026.
