
PLN EPI Begins Construction of Natuna–Pemping Gas Pipeline to Strengthen Batam Power Supply

Batam, February 11 2026 — PT PLN Energi Primer Indonesia (PLN EPI) has officially commenced construction of the West Natuna Transportation System (WNTS)–Pulau Pemping Gas Pipeline in the Riau Islands on Tuesday (February 10, 2026). The project aims to enhance the reliability of domestic natural gas supply to meet primary energy needs for power plants in Batam and surrounding areas.
The WNTS–Pemping pipeline development includes the construction of a 3.2-kilometer offshore pipeline and a 1.3-kilometer onshore pipeline, along with an Onshore Receiving Facility (ORF) in Pulau Pemping. The infrastructure is designed to ensure safe, stable, and continuous gas delivery.
The project follows an assignment from the Minister of Energy and Mineral Resources (ESDM) to PLN EPI on January 31, 2025, as part of efforts to strengthen national energy security. It is further supported by gas allocation from the Duyung Working Area to supply electricity needs in Batam and the Riau Islands.
PLN EPI President Director Rakhmad Dewanto stated that the WNTS–Pemping pipeline is a crucial step in ensuring reliable primary energy supply for Indonesia’s power system.
“Through the Minister of ESDM, the government assigned PLN, implemented by PLN EPI, to complete the WNTS–Pemping Gas Pipeline project as part of efforts to secure primary energy supply for the national electricity system. This assignment is reinforced by the gas allocation from the Duyung Working Area for power generation, followed by the signing of a Gas Sales and Purchase Agreement between PLN EPI and WNEL on July 11, 2025, amounting to 111 BBTUD for the 2027–2037 period,” said Rakhmad.
He added that the secured gas supply will serve as a key foundation for electricity reliability in Batam and the Riau Islands, while also supporting industrial growth and investment in the region.
“This project represents the government and PLN Group’s strong commitment to ensuring that national natural gas resources are utilized to the fullest extent for domestic needs, particularly to support electricity generation and national industries,” he added.
PLN EPI targets the Commercial Operation Date (COD) of the project in July 2026, while prioritizing safety, quality, and regulatory compliance. In addition to strengthening energy security, the project is expected to deliver cost efficiency in primary energy supply compared to fuel oil and LNG alternatives.
The groundbreaking ceremony was attended by central and regional government officials, SKK Migas representatives, PLN Group management, and project partners. The WNTS–Pemping pipeline is expected to become a strategic energy infrastructure ensuring reliable electricity supply and reinforcing Indonesia’s national energy resilience.
